The last time negotiations took place between the communist movement, National Democratic Front of the Philippines (NDFP), and the Philippine government goes as far back as 2004. The successful conclusion of this round of negotiation in Norway is therefore seen as a significant breakthrough and an important step in the right direction.
The conclusion was reached after seven days of intense and strenuous negotiations that continued late into the night at Holmen Fjord Hotel outside of Oslo, Norway. On 21 February both parties agreed on a joint statement where they, amongst other things, agreed on an ambitious timetable for further negotiations. With Norway as a third party facilitator, both parties intend to reach agreements on fundamental issues regarding social, economic, political and constitutional reforms during the next 12 – 18 months. Both parties are confident that a final peace agreement can be reached within a period of three years.
Both parties expressed gratitude towards Norway as a patient facilitator and strong supporter of the peace process. The participation of the Minister of Foreign Affairs, Jonas Gahr Støre and Secretary of State, Espen Barth Eide reflects the full support given by Norwegian authorities to both parties and the peace process. Even though the conclusion of the first round of negotiations is an important step in the right direction, it is important to have realistic expectations. Both parties have a long road ahead and face many difficult and complex challenges. Norway intends to continue supporting both parties as the negotiations continue.
