The new Act introduces new criteria for granting family immigration permits. These are stricter requirements for assured subsistence (financial support) and a requirement of four years of work experience and/or education in Norway in order to be granted family immigration permits.
In family immigration cases, the main rule is that the person living in Norway must be able to document a sufficient income the year before he or she wishes to bring his/her family to Norway, and he/she must also be able to prove that he/she will have sufficient income the following year.
In addition, a new requirement is introduced stating that the sponsor in Norway, as a main rule, must not have received social security benefits in the past year.
Moreover, the main rule is that family immigration permits will not be granted, unless thesponsor has worked or studied in Norway for four years.
Applications for Family Immigration must be submitted in person at the Embassy in Manila. It is not possible to apply at the Honorary Consulate in Cebu. Children aged 7 or higher must appear in person at the Embassy when applying.
HOW TO APPLY
Applications must be registered on the Application Portal. This may be done by the Sponsor (in Norway) or the Applicant (Filipino citizen). On the Portal one fills in the application form, pays the visa fee and books an appointment at the Embassy for the applicant to submit his / her supporting documents (see below) and attend an interview.

Please note that all copies must be of good quality and have a good contrast. Unclear copies may lead to delays.

Cover Letter (to be printed from the Application Portal after booking an appointment)

One Passport sized picture glued on to the Cover Letter (NB: No staples). The picture must be less than six months old, have a white background and must not be airbrushed or 'Photoshopped'. For more information click here
- Original birth certificate issued by the National Statistics Office (plus 2 copies). Birth certificate should be issued at the time of birth or within a short period after birth. Late registered birth certificate is not acceptable unless a written explanation is attached regarding the non-submission of the original document

Original baptismal certificate (plus 1copy). Baptismal certificate should be issued the actual year of baptism; otherwise, a written explanation should be attached.

If married, original marriage certificate issued by the National Statistics Office (plus 2 copies).

If husband/wife is deceased, original death certificate issued by the National Statistics Office (plus 2 copies)

One copy of applicant's valid passport and previous passports including past visas, immigration stamps and blank pages.

Application fee: NOK 3750,- Payable on the Application Portal
An explanation letter should be submitted if there are discrepancies on the documents submitted with the application.
Supporting documents from the Sponsor: (To be submitted at the Embassy, by the applicant, during the interview).

One copy of the sponsor's current passport including past visas, immigration stamps and blank pages.

Proof of subsistence:
- Future income (e.g. work contract, pay slips) equivalent to civil service pay grade 8.
- Previous income (last year's tax return - 'Ligningsoppgjør') equivalent to civil service pay grade 8
- Confirmation from NAV that the sponsor has not received any social benefits during the last 12 months.

Documentation of housing (sale or rental contract)

A written statement about the relationship before the couple got married (how and where they met), how many times they have seen each other, how much time they have spent together (place and approximate dates). Did the couple go anywhere during this time, etc. In which language does the couple communicate, etc. (providing thorough information may help speed up the processing time).
Additional requirements for Minors (under the age of 18):
- Passports of both parents
- Original Letter of Parental Consent to apply for and obtain a Residence Permit, signed by both parents. Both parents (or documented legal guardians) must appear in person at the Embassy or at the Consulate in Cebu for identification purposes).
If only one parent has sole custody of the child, the Court Decision awarding custody to the one parent must be submitted. If the other parent is dead, the Death Certificate must be submitted. If only one parent is mentioned on the birth certificate, it is not necessary with a Court Decision awarding custody to the person on the birth certificate.
NB: For the protection of children, the above documents will be verified and a longer processing time must be expected.
Important:
- If the sponsor (spouse) is currently residing in or is visiting the Philippines, he/she may do a written interview at the Embassy. This may help reduce the processing time. Please note that the sponsor may still be required to attend an interview at the local Police District in Norway.
- Documents from Norway must be sent directly to the applicant, not to the Embassy.
