Engagement Permit

Applicants who wish to enter into marriage in Norway and settle there afterwards, may apply for an Engagement Permit / Fiancè Permit. After the wedding, applicants may lodge an application for family reunification at the local Police Station in Norway instead of travelling back to their country of residence and applying to the nearest Embassy / Consulate General.

HOW TO APPLY

Applications must be registered on the Application Portal. This may be done by the Sponsor (Fiancé in Norway) or the Applicant (Filipino citizen). On the Portal one fills in the application form, pays the visa fee and books an appointment at the Embassy for the applicant to submit his / her supporting documents (see below) and attend an interview.

Please note that all copies must be of good quality and have a good contrast. Unclear copies may lead to delays.

List of Supporting Documents (To be submitted at the Embassy).

  1. Cover Letter (to be printed from the Application Portal after booking an appointment)

  2. One Passport size picture glued on to the Cover Letter (NB: No staples). The picture must be less than six months old, have a white background and must not be airbrushed or 'Photoshopped'. For more information click here 

  3. Original birth certificate issued by the National Statistics Office (plus 2 copies). Birth certificate should be issued at the time of birth or within a short period after birth. Late registered birth certificate is not acceptable unless a written explanation is attached regarding the non-submission of the original document.

    Please note that the document must be legalised by the DFA and (afterwards), the Consular Section at the Norwegian Embassy. (The reason for this is that the Philippines has not ratified the Haag Convention of 05.10.1961). The legalized documents should be no older than four (4) months when delivered to the authorities in Norway. This is regulated in Child- and Family Department Circulate Q 18/2004  (in Norwegian).

  4. Original baptismal certificate (plus 1 copy). Baptismal certificate should be issued the actual year of baptism; otherwise, a written explanation should be attached.
     

  5. One photocopy of current passport and previous passports including visas, immigration stamps  and blank pages

  6. One photocopy of your sponsor's current passport and previous passports including visas, immigration stamps and blank pages

  7. Original Certificate of No Marriage (CENOMAR) issued by the National Statistics Office (plus 2 copies).

  8. If widow/widower, original death certificate of late spouse issued by the National Statistics Office (plus 2 copies).

  9. If previous marriage is annulled, original Certificate of Finality (plus 1 copy)

  10. If the sponsor in Norway is a Filipino citizen, a copy of his/her birth certificate.

  11. Application Fee: NOK 3750,- Payable on the Application Portal

 

DOCUMENTS REQUIRED FROM THE SPONSOR:  (NB: Documents must be sent directly to the applicant, not to the Embassy).

  • Proof of subsistence:

- Future income (e.g. work contract, pay slips) equivalent to civil service pay grade 8. 

- Previous income (last year's tax return ('Ligningsoppgjør') equivalent to civil service pay grade 8
 
- Confirmation from NAV that the sponsor has not received any social benefits during the last 12 months.

UDI Guarantee Forms stamped by the Norwegian Police should not be submitted for this type of application.

  • Original “Utskrift av opplysninger registrert i Det sentrale folkeregister” (proof of marital status).

  • Documentation of housing (rental or sales contract)

  • Information about plans of marriage

Important:

  • If the sponsor (spouse) is currently residing in or is visiting the Philippines, he/she may do a written interview at the Embassy. This may help reduce the processing time. Please note that the sponsor may still be required to attend an interview at the local Police District in Norway.

  • Documents from Norway must be sent directly to the applicant, not to the Embassy.
