Entry Visa (Spouses and common children)

Due to the high number of fake and forged documents in the Philippines, the Norwegian Directorate of Immigration has instructed the Embassy in Manila to always verify documents in Family reunification cases (amongst others). This affects the issuance of Entry Visas (D-Visas) for spouses, registered partners and joint children of Norwegian nationals.

 

According to the immigration regulations §10-1 first paragraph, a Residence Permit must be issued before entry to Norway can take place.

Circular 2010-003, issued by the Norwegian Directorate of Immigration, opens for the possibility of issuing an Entry Visa (type D) for spouses (and common children) of Norwegian nationals in order for the applicants to travel to Norway and apply for a Residence Permit from Norway. It is also possible in some cases to give this type of visa after an application for a Residence Permit has been filed from the Philippines.

However, the Circular also states that Foreign Service Missions (Embassies and Consulates) shall reject these applications for Entry Visa (type D) if there is doubt as to whether all requirements have been fulfilled. Furthermore, the same Circular also explains what is meant by 'doubt':

  • 'There is a need to verify one or more document with regards to content or authenticity'

This means that, as there is always a need to verify documents in the Philippines, there is always doubt and '...the Foreign Service Mission shall reject the application...'

The Embassy therefore strongly recommends all applicants who are married to Norwegian nationals or have common children and who intend to move to Norway with their spouse, to file an application for a Residence Permit (family reunification) without delay, regardless of whether they apply for the Entry Visa (type D) or not.

How to apply

Applicants who wish to apply for a D-Visa may naturally do so. The supporting documents to be submitted with the application, are the same as for Family Immigration, with exception of the fee. The application fee for a D-Visa is EUR 60,- (payable on the Application Portal).

As the documentation requirement is the same for the two types of applications, it is only necessary to submit one set of documents.

When applying for an Entry Visa, applicants should select 'Schengen Visa' on the Application Portal and write a note in the 'Additional Information' field stating that they wish to apply for an Entry Visa or a D-Visa. 

It is also important that the applicant informs the Embassy when submitting the supporting documents that he / she has sent in applications for both Family Immigration and D-Visa (through the Application Portal).
